APECO is under the jurisdiction of the Statutory Institution under the Philippine Government. Therefore, it does not belong to any particular ministry.
* Statutory Institution means an institution approved and established by the Parliament and the President. PEZA is an institution similar to APECO (Aurora Pacific Economic Zone and Freeport Authority).
* PEZA also issues PEZA's own PEZA visa and has the authority to grant permanent residence. As you can see by comparing the official names APECO and PEZA are similar institutions.

APECO Special Resident Visa "ASRV" officially issued by the Bureau of Immigration, like the Quota Visa and SRRV, based on a three-way agreement between the Bureau of Immigration, the Ministry of Employment and Labor, and APECO Authority.
The passport of the acquirer will be stamped with the APECO Special Resident Visa stamp issued by the Bureau of Immigration as proof of acquisition of ASRV.
